If I completed all of my Boren Fellowship requirements in 2011 but wont receive my graduate degree until May 2013, can I still apply for this cycle of the Diplomacy Fellows program which opens July 1?

Unfortunately, not. You must have completed your graduate degree prior to the application deadline. We hope you will consider applying next year.
