Can non-US citizen family members (parents, for instance) be eligible to qualify as MOH? Also, when should one begin the application to include them as MOH? Thank you!

Members of Household (MOH) are defined as persons, other than legally recognized Eligible Family Members (EFM) and domestic staff, who reside with an employee at Post and are declared by the employee to the Mission. Chief of Mission (COM) notification is accomplished by informing the State Department Human Resource Officer (HRO) of MOH members in a written notification. The HRO will in turn inform the Front Office and serving offices, as necessary.
MOH may include, but are not limited to, non-dependent parents (including non-US citizen parents), adult children, siblings, and unmarried partners of the same or opposite sex, who will arrive at Post with the employee (or sometime thereafter) and will reside at Post with the employee.
