They would want to "waste" their time because that's what State requires, I imagine. You might think that State should move on to another version, but that's the way of the large organization IT beast....

Also, the US Government is probably an extended support customer so they would get security updates until 2017 at least, not to mention the various "custom support" options that one can get from MS.
