Do they ever offer "rover" positions to new hires? As I understand it, the "rover" moves from post to post working in jobs that do not have a permanent fill, either due to someone leaving early, nobody bidding on it, or whatever reason.

There are very few rover positions and they usually are at the mid-level grades. You need experience before you can parachute into a post and be productive and useful.
