Does the Department of State post its open positions immediately as they become available or as part of a cycle (quarterly)? I've signed up for the email notifications, but would like to have some idea how long I'll be waiting to apply.

Our Civil Service vacancy announcements are posted as the positions become available. Same goes for Foreign Service Specialist opportunities. Vacancy announcements are posted based on needs of the service and budget.
