The vacancy announcement for (see below) lists FP-05 for Grade and starting salary yet the numbers don't match up with the FS pay table. The FS pay table says 42,948-63,071 for Grade 5. Is this a typo in the vacancy announcement? How is initial salary going to be determined. Do we have a say when an offer is given to us?

I'm going to check on the salary range and get back to you. It may take a few days, but as soon as I get the right info, I'll let you know. There are 14 steps within the hiring grade (FP-05). Initial salary for new IMS employees is FP-05 and the step can depend on such factors as education received from accredited institutions of higher learning and specialized experience. Salaries are determined at the time offers of employment are made. As to when an offer is given: If you pass the Oral Assessment, the clearance process (security and medical) will begin. Upon completion, your file will be reviewed by the Final Suitability Panel. If you pass that process, your name is added to the rank-ordered IMS register where it can remain for up to 18 months. The higher you are on the list, the sooner you will be offered employment. Once you are put on the Register, you can inform the Registrar that you are not available to accept employment for a specific period of time. The 18-month clock would keep ticking, but you would not receive any job offers during that time and thus would not forfeit a spot.

What is the maximum salary one can receive in FP-05? Can we negotiate salary once and offer has been given to us?

Thanks for your followup. As you saw from the Foreign Service salary tables, there are 14 steps within each grade. Currently, the base salary for FS-5, step 14, is $63,071.
If you are given a firm offer of employment off of the IMS register, the Registrar will work with you to make sure you receive the appropriate step within the hiring range.

Will the Registrar request current salary and resume? Who decides on final salary? What factors are involved in salary determination?

The Registrar may request info on your salary at the time you are offered employment, as well as up-to-date information on your level of education and number of years of relevant work experience. The step afforded within the appropriate hiring range depends on such factors as level of education and number of years of relevant work experience. The Registrar will determine the salary offered based on such factors.

My questions is in regards to the SEO starting salary. The previous announcement has it as:
FP-04 $53,003 - $77,837 per annum
FP-05 $42,948 - $63,071 per annum
FP-06 $56,383 per annum
My understanding is that this relates to the Foreign Service 2010 Pay Schedule. So someone with just a BS degree and no experience would start at $56,383 which is FP-06 Step 14. Does this mean that a person with a BS plus a year or more of experience might start at a FP-05 or FP-06 where the minimum salary shown above may be LESS than the person starting at FP-06?? That doesn't make sense. How could an FP-04 or FP-05 have a starting salary that is less than an FP-06? Or does a person starting as an FP-04 or FP-05 not start at step 1, but rather a higher step where there salary would be greater than the FP-06 $56,383 salary?
