Consular Adjudicator (Por) and federal employment status

I was hoping you could shed some light on what "Limited Non-Career Appointment" means. I am currently a federal employee with career-conditional status (almost 2 years on the job). Will the Consular Adjudicator position continue to add time to my tenure? If I got hired and had 9 months to go before getting career-permanent status (the critical 3 year mark), would I gain it while doing the first year in Brazil?

I've tried to look through the forum, but haven't found anyone asking about this. I think it can be a real deal-breaker for current federal employees if accepting this position will basically mean the loss of (or the inability to obtain) permanent tenure. Thank you.
