I applied in 2011 and made it to the second round for language testing. Can I apply now because it's 2012, or must I wait and entire calendar year before applying again?

If your application came in response to the first vacancy announcment last May/June, you can reapply now, as that first round was considered a pilot program. Applicants for that pilot round were allowed to reapply without the one-year wait.

Beyond that round, all applicants must wait one year before reapplying for the same position. So, for example, if you applied for the October 2011 opening, you will need to wait until October 2012 to submit an application for the same position (in response to a new vacancy announcement.

That's not what I understood from the State's earlier responses to this question. They said: "In the future, candidates will only be able to apply once a year." I'll repost one of the Q&A's I found in regards to this.

Only candidates who applied to the very first vacancy announcement, in the summer of 2011, were allowed to apply again in less than one year. Everyone who applied in the Fall of 2011 or is applying to currently open vacancy notices must wait a year between applications.

I don't think this is fair. If you apply this rule to one group, you should apply it to all, regardless if this is a pilot program or not. But whatcha gonna do.

I wonder how many people applying in March will actually make it to the register, which is ultimately the State Department's goal. Should be interesting. I'm sure State will have to do yet another application round in 2012 after March = more work for State. Just doesn't make sense to me.

As someone who is clearly qualified for the position and just missed the cutoff by an absurdly miniscule amount, I know that if I took the OA again I would pass without a problem. But I guess State doesn't take these type of candidates into consideration. Dah well. Back to following the rules...

If you applied to that first combined Manadarin/Portuguese Consular Adjudicators announcement, which was open from May 25-June 13, 2011, then you may reapply now.

Those who applied to subsequent announcements for any of the Consular Adjudicator positions must wait a year from the date of the vacancy announcement opening to reapply for the same position.

Each of the three positions -- Mandarin, Portuguese and Spanish -- are considered distinct, separate positions. So those who applied for positions designated in one language may apply without the one-year wait for positions in another language (as long as they have the required language abilities).

Yeah, if you've ever worked for the feds, you learn real quick that you have to accept that a lot of things just don't make sense. You have to be okay with just doing your job and overlooking a lot of inefficiency and waste (unless it's actually your job to tackle the inefficiency and waste, which job I don't think exists). But really, there are a lot of benefits working for the feds that make it worth it for a lot of people, especially this kind of awesome opportunity. But this employer is definitely not for a person who can't deal with "what it is".
