University can't send transcripts by fax

Regarding sending in transcripts via fax, my university is unable to do this because their policy says that they can only send in the transcripts by mail.
In light of this, is their a particular Department of State address I can have my university send the transcripts to for the Foreign Service Consular Adjudicator-Spanish position (CALNA-SP-2012-0001?

Hi Adam - I'm afraid we can only accept the application and transcrip via the USAJobs application. Please tell your university we accept "non-official" transcripts with the application and see if they can hand you that.
A note to all -- Although an official transcript will be required at some point in the process, unofficial transcripts are fine for the initial application as proof of your degree.
