As a fellow Spanish-speaker I have nothing against you writing in Spanish personally, but if you want to get an official answer, your best bet is to post your question in English. Not everyone involved in the execution of this program speaks Spanish or understands it.

I'm applying for Brazil and as a condition they're pretty clear that you might be sent anywhere in that country. I'm sure it was similar for the Spanish CALNA program. Mexico has more US consulates than any other Spanish-speaking country, so even if Mexico isn't the only option, there's a good chance you might be sent there.

They're pretty clear that you can be assigned to any Spanish speaking country. So, while there will be a list available and you can express your preferences, you can be assigned to any of those posts.

I applied to both Portuguese and Spanish. In the case of Portuguese it is country specific. You can go anywhere in Brazil. For the Spanish announcement it says you must be available for any Spanish speaking country. So Isee Monterrey doom as unlikely given the very numeours posts in Spanish speaking countries. Except Mexico probably has a disproportionately large number of family applicants. But I see no reason why you would be stuck going to Mexico. Also I would expect if you don't want Mexico it is because you already have been there. If you have family in a country you are less likely to get a country clearance.
