If you negotiated a Class 4 level during the recruitment process, at what step level would one come in as?

Per the Security Engineering Officer vacancy announcement, all SEO new hires enter as Grade 6, Step 14.

NOTE: Positions are filled only at the grade level that the position was announced.

Does this hold true for SEO candidates who are on the register from the previous vacancy announcement (and who signed agreeing to a different pay scale than the most recent vacancy announcement)?

I am already on the register, but the FS level I negotiated did not reference steps. Does that mean it would be a level 5 step 1?

This makes no sense. Why would someone with a B.S. enter at a higher grade than someone with more experience or higher degree just because they applied at a different time?
