SEO Starting Salary

I'm currently active duty military and if stationed in the DC area, would make around $90K. According to the SEO vacancy announcement, the starting salary is FS 6 step 14, which, for DC, is around $70K. If i'm transferring within the federal government, would there be salary matching, or can i expect to take a $20k pay cut. I'm curious to know so i can plan accordingly.

For Specialists', the pay offer in the vacancy announcement is it. There is no "matching" as there is for FS Generalists'.

Do you foresee the return of the previous staggered entrance levels? (i.e. FS-4 to FS-6)

No...why would they? SEOs are fully staffed, and there are more people on the register than available positions.

Is the recruitment program designed around the needs of the State Department (finding people with different levels of experience, being competitive with other gov organizations, & retention) or is it designed around getting the most people with B.S. as possible? FS-6 is usually for people with a B.S. or B.A. and 0 years of experience.

The highest salary that will be paid is the FP-6, step 14 as stated in the vacancy announcement.
We do not anticipate advertising at the FP5 or 4 levels anytime in the near future.
