No. I am an Econ officer and I did a tour in INR. I knew officers from the other cones in INR as well. INR is one of many opportunities that a Foreign Service Officer has to deviate from a standard career and do something interesting and critical. And INR is, pound for pound, the best intelligence agency in the U.S. government.
