Language test validity

Does the language test validity duration of 18 months apply retroactively to phone tests administered prior to this rule being instituted?

So, for example, if I scored an S-2 on a Mandarin phone test in 2008 when the tests were valid for 5 years, would I be expected to re-test? Or would the duration under the old test rules apply?
