Can a USAID FSO become a state department FSO? If so what is the process? Also will they have to take the FSOT, oral assessments, etc. and go through normal channels or go through the Mustang program. Thanks.

The selection and hiring processes for the two agencies are different. To become a State Department FSO you need to follow the instructions on this website. To become one at AID you need to follow the instructions in their Vacancy Notice. This is true regardless of whether you are already employed at either agency.

Unfortunately did not answer my question. I have read the requirements for both and your answer is very vague. For example: If I were a USAID Foreign Service Officer and wanted to become a Consular officer what steps do I go through?!! Or vice vera. It would seem that there should be an alternate avenue for these people. I find it hard to believe that if you already have your clearance and have been overseas in a diplomatic capacity that you would have to take the FSOT, oral assessment, etc. Thanks

The response said, "This is true regardless of whether you are employed at either agency." Sounds like your question was answered.

If you wanted to become an FSO in one of the five State Department career tracks you would need to go through the State Department's selection and hiring process as outlined in this website. The skill sets that State and USAID look for are different, as are education and work experience requirements. AID, for example, does have specific education requirements tailored to their positions while we do not except for specialists. Experience in one of the Foreign Affairs agencies does not necessarily translate into qualifications for another.
