Extent of "Flexible Schedule"

Hello -
I am planning on applying for the SCEP and STEP programs at the Department of State beginning next school year.
Everything about these programs looks great to me, particularly the flexible hours. I will be able to be pretty much 100 percent committed to the schedule that is given to me if I make the cut, but in the fall I am also the drum major of my school's marching band. I cannot leave this position.
Is it permissible for me to miss 2-3 days per work week to fulfill my drum major duties as part of a part-time schedule, or should I wait until the season is over to apply?
