Dear 2012 Summer Clerical Program Applicants,
Thank you for your interest in Department of State student opportunities, and your patience. The Summer Clerical Program is very competitive. For this summer, we received over 5,000 applications. Ultimately, approximately 240 students were selected to participate in the program. On Friday, March 2, all applicants who were selected to participate in this program were notified via e-mail. Official offer letters will go in the mail this week (no later than Friday, March 9th) to those candidates.
On Monday, March 5, e-mails were sent to the remaining applicants informing them of their non-selection. Today, we began receiving hundreds of e-mails to our “careers” address, and postings on the Forums, from individuals stating that they received no notification regarding their application to the program. We have compared the names and e-mail addresses of those who have reached out to us, with the list of names and e-mails contacted earlier this week. In almost every case, an e-mail was sent to the individual at the e-mail address which was provided at the time of their application.
The Department of State always seeks to individually notify all applicants, whether or not they are successful in being selected for our program. Therefore, we will resend e-mail notifications to non-selected students today, March 7th. The e-mail will be sent from HRStudentProgramsVacancy@state.gov. As we are resending the non-select emails today, we will not be responding to individual emails sent to careers@state.gov on this subject. Applicants are once again asked to check the e-mail accounts which they listed on their original application.
At the same time, we will note here that if you have not received an e-mail by 5:00 p.m. today, March 7th, to the address submitted with your original application, then you have not been selected to participate in the 2012 Summer Clerical Program.
Once again, we apologize for any confusion. We encourage all eligible students to continue to visit www.careers.state.gov to learn about the Department of State’s many career opportunities and our student program vacancies.

It's a little unclear how this is going to work. If we do receive an e-mail, we haven't been selected, but if we don't receive an e-mail, we should also assume we haven't been selected? Are any notifications going out to those who have been selected?

Same here. I guess being in graduate school and having experience doesn't mean much these days.

I kinda felt like this program focuses more on High School Students and giving them work experience. That is my theory why I would not have been selected, because I do have lots of great experience. I just wanted an opportunity to work for the DoS. Next step is to look at internships, those are just hard cuz there is no pay.

Seriously. I haven't received word either way, but I guess no news is bad news. I don't know what a competitive applicant looks like--I mean, I did a State Dept. internship last fall, have tons of related coursework, a 4.00 GPA, and had had two FSOs as references. How does one get more competitive?

If hundreds of applicants are saying that they received no notification either way, then it certainly sounds like there is a problem with the emails making their way to the correct inbox. I can understand a few people checking the wrong email address and such, but it certainly seems very possible that there has been a technical problem along the way. Certainly, hundreded of applicants, such as those driven enough to apply for these positions, would know how to check email in the appropriate time frame. If a technical problem (such as a blacklisted mail server) is the case, then someone receiving no email will have no idea whether or not they have been chosen until a letter arrives in the mail. Right?

So, if I've not yet received an email, I was definitely not accepted? Or were some of the people who hadn't received an email accepted?

Per the Student Programs Branch Chief's posting:
"At the same time, we will note here that if you have not received an e-mail by 5:00 p.m. today, March 7th, to the address submitted with your original application, then you have not been selected to participate in the 2012 Summer Clerical Program."
All acceptance emails were sent out on Friday.
